Yeah that's what I see. The best-case scenario here is that they plan to implement this functionality shortly, and the app update has been pushed out in anticipation of that. Keep in mind that app review is not instantaneous, so AS would need to submit its app update to Apple some days before the actual "activation date" in order to be confident that the app would be available by that date.
