Its not only NY, I find this to be the case with any US airport , eg LAX,SFO,ORD,BOS,MIA,FLL, most airports built 2 terms yrs ago 1 Intl and 1 Dom, most non-US airports didnt have the volume for domestic flights so basically they were 95%+ an Intl airport
ORD is a single security zone for Terminals 1, 2, and 3. T5 can be accessed now from T1, 2, and 3 without reclearing security. Obviously you can't do that in reverse as essentially all arrivals at T5 are international anyway.
