You always needed to have an ink plus, bold or csp or csr in order to move ink cash points to travel partners if that is what you are asking. If they are saying even with those cards you can't move ink cash points to travel partners then that would be news to me.
I was told you can't move UR points from UR to a specific carrier such as from UR to Southwest unless you have the Ink Plus. Ink Cash doesn't allow that.
That is one of the major differences between the two cards.
