A CE flight connecting on to a ET flight would not give lounge access at the connecting airport. The oneworld rules are about connecting to/from long haul on to short haul whereas your friend is doing short haul to short haul.

If you did the UuA for the EU-LHR flight your friend would only get access to the lounge at the EU starting point.
