It's been around for quite a while, so it isn't that surprising that the voice synthesizer is old. I agree that a recording would probably be better, but they want to make sure to have the actual flight details in there so that's why the synthesizer is used.

I have only heard it used on domestic flights operated by an A319 or smaller when there's only a single gate agent.
