When I was there my "upgrade" was lame, and half the hotel was empty, lights off, and abandoned.
I come to the conclusion that it would be better to stay somewhere else and just visit the eco-lobby for the show and scenery.

During the trip, I stayed at the IC Grand Stanford, Hilton Resort Jiuzhaigou, IC Jiuzhai Paradise, and IC Hong Kong which are all considered 4 or 5 star hotels. If I was staying by myself, I probably wouldn't care as much if I found hair somewhere but my girlfriend didn't like it. We actually found hair in the bathtub at the IC Hong Kong. They were actually appalled about it and sent housekeeping to clean it. We even got a tray of strawberries, chocolates, and a note apologizing for it when we arrived back to our room later. To me, IC Hong Kong showed the right level of customer service. As for the smoking smell, none of the other hotels had it.
