Silver Unresponsive to Refund Request

I've booked 4 round trips on Silver this year.

RT #1 : Family vacation. Departure delayed 90 minutes due to weather. No A/C, no water, no communication during delay.

RT #2 : Booked for business purposes. Delayed 2.5 hours at departure due to weather at destination. Trip in vain. I deboarded and called Silver. They immediately credited the entire amount for use on future travel.

RT #3 : Both legs of the trip were perfect.

RT #4 : Business trip booked with credit from RT #2 . 90-minute mechanical delay 2 hours before anticipated departure. Additional 30-minute delay after inbound aircraft arrives. GA stops boarding to announce another 90-minute delay as the pilot is trying to fix the aircraft himself. This becomes a trip in vain and I'll miss my meetings. I immediately call Silver and they say "Thank you for letting us know you won't be flying with us today. Unfortunately I'm unable to process any credit/refund for you. Please email Guest Relations."

It's been a week since I've emailed and have yet to receive a response.

Is this normal speed for Silver?
