Joking aside, the other way to look at this is GE is actually for the benefit of CBP in terms of lower cost to clear GE members.

Swiss airports doesn't have that problem of taking hours to clear immigration. They (last time I checked in Zurich) don't have automated processing for EU passports either. Cost wise, processing a GE member in the EU lane cost just as much as processing them in the All Passport lane. There is no incentive for the Swiss to do this. Germany, on the other hand, have kiosks. So there is an cost incentive to clear non-EU using kiosk which they do under easyPass-RTP.
