I think it's definitely the case that the same hotel brand is normally a step below the European equivalent and two steps below the Asian one.
There are actually nice Hiltons in the US though. Not sure about Crowne Plaza. One of the worst was the Sacramento Northeast. In a bad part of town, where you would worry about your car getting broken into outside, with an equally poor interior and service
