Well, strictly speaking, according to the rules, a Premier is not able to select an E+ seat, but that does not preclude access by assignment. United can (and certainly does) put BE buyers (Premiers and non-Premiers) into both E- and E+ seats. There's nothing in the BE purchase rules that says one will not end up in E+.
