UA has specific rules on changes and counts on some revenue from change fees. UA does have exceptions to those fees -- such changes related to serious health / medical issues of the traveler or a close relative.
UA has issued change fee waivers for political instability in the past. Perhaps when you call to change you can ask about that.

By no means avoid the fees, as I explained in previous response, and will hopefully fly that day if no further issues arrse in my country that impedes my travel plans.
the itinerary is either on that same day, not same flight, or a few days away at most.
Thanks for that last note, If I need to call and change then definitely I would mention that.
