IMO, this is pretty much taking advantage of the policy. The point of the 24 hours is, on one hand, to have time to be able to book immediately and take care of the other immediate arrangements you need before you can finalize, but primarily, to have time to review and fix any mistakes (booked wrong flight/date, agent typo'd someone's name if booking by phone, etc.).
DOT requires it up until 7 days prior to flight, so worst thing UA can do policy-wise on this is not continue allowing this into the week period before the flight - some people have noted language has changed to this, but reality seems to lead to its not being enforced. UA can cancel your account at any time for any reason. If this happened, you could technically write to the DOT to see if UA would change thier mind, but UA will probably (and I would definitely) argue that you have abused the spirit of the rule - clearly its not meant to be used over and over again for the exact same itinerary.

Yes, this was my thought as well, and given the responses I will keep my itinerary as is.
"Doing a larger number of repetative book / cancels to hold space just in case you might want to travel and to aviod cancellation fees, that is something I would aviod doing. "
I really do hope I can fly that day, it's not because of the cancellation or change fees, it's literally that the situation in my country is so volatile at the moment that I need to change flights often. If I need to change itinerary I will just call them next time.
