Doing a few 24 hour book / cancels is probably not a problem. Plans change.
Doing a larger number of repetative book / cancels to hold space just in case you might want to travel and to aviod cancellation fees, that is something I would aviod doing. Below is from the Contract of Carriage (part of the ticket rules) .



Remember UA makes the rules and UA makes the determination when it feels the rules are being abused. And you have no recourse to that determination. As the individual in the case you referenced found out.

That is what I was afraid of, they could consider it however they want. Should I call them (Mileageplus) and tell them my situation and just ask if it is a problem?
