Absolutely, they can suspend or cancel your account for this. If you are doing this multiple times, I wouldn't be surprised if they did.
IMO, this is pretty much taking advantage of the policy. The point of the 24 hours is, on one hand, to have time to be able to book immediately and take care of the other immediate arrangements you need before you can finalize, but primarily, to have time to review and fix any mistakes (booked wrong flight/date, agent typo'd someone's name if booking by phone, etc.).
DOT requires it up until 7 days prior to flight, so worst thing UA can do policy-wise on this is not continue allowing this into the week period before the flight - some people have noted language has changed to this, but reality seems to lead to its not being enforced. UA can cancel your account at any time for any reason. If this happened, you could technically write to the DOT to see if UA would change thier mind, but UA will probably (and I would definitely) argue that you have abused the spirit of the rule - clearly its not meant to be used over and over again for the exact same itinerary.
