AFAIK, SQ has own inventory for their FF award. So many times SQ has an O-class and UA M+ doesn't have it. O-class is used by SQ for their free award in F and also for an upgraded F using miles from C-class.

FRA-SIN SQ25 is coming from NY. Usually it's quite popular in F. My suggestion, which I was able to do last time, was doing FRA-LHR on LH and LHR-SIN on SQ F. There are 3 times daily SQ317 (frm LHR 12:00), SQ319 (18:30) and SQ321 (22:15). It seems that you will have more chance to get award F on SQ317. But please do try to check with UA mileage plus.
The other option would be the flight from ZRH to SIN.
