OP's larger issue is not seat allocation, but how he will make it from WT to WT+ in the first place. He will need AA to upgrade the ticket and if the underlying ticket is flexible, be careful not to disrupt flexibility.

While USG agencies are free to set tougher premium cabin policies than those set by GSA, his DEL-LHR ought to qualify for WT+ absent an exclusion for his agency.
