It's common for a co brand credit card to come with some level of membership. The CX Amex only came with green so this one has to be one of those high end credit card. You either need to pay a decent yearly fee or a very high yearly spending would be required to waive any fees.
The point is I though Cathay is getting tough on MPO because one of the main reason is to solve the issue of over-crowding in the lounges. Now that business is bad they are throwing away MPO elite status (SL), but only require them to pay a nominal fee (even if it is "high"), and doesn't really encourage them to fly Cathay more? Genius.
