Sort of. Waiving the change fee was a favor--I think everyone here acknowledges that. But allowing the use of the ticket as an ecredit less the change fee is standard unless specifically prohibited in the fare rules, as MSPeconomist mentions.

Also, there are clearly DL international Z fares from the EU that are completely non-refundable. Here's the fare rules for a ZP8FR fare for a CDG-JFK trip I found.

CANCELLATIONS
TICKET IS NON-REFUNDABLE IN CASE OF CANCEL/NO-SHOW.
NOTE -
TICKET MAY NOT BE APPLIED TOWARDS PURCHASE OF ANY
OTHER TICKET. UNUSED COUPONS HAVE NO RESIDUAL VALUE.

CHANGES
CHANGES NOT PERMITTED.
