(I may be wrong on this but) I don't think BNOs, or even British Citizens by virtue of the British Nationality Selection Scheme
http://www.immd.gov.hk/eng/faq/faqnationality.html#q1 are considered Chinese nationals with foreign nationality who are eligible to declare a change of nationality.
