Chase also seemingly supports Verified by Visa enough to allow websites that require it to work (though it looks like they just auto-approve everything, at least according to my limited experience using their cards on Newegg). If you don't mind using a debit card to buy stuff online I believe Capital One 360's fully implements Mastercard SecureCode too.
On that note I feel like that 3D Secure's something that American banks and merchants don't really want to implement. Visa Checkout and Masterpass appear to be the "preferred" way to implement "more" secure online transactions judging by merchant penetration and how much banks seem to encourage their use. That probably won't help OP or anyone else who needs to frequently buy things from foreign websites though.
