Why do you assume that it's someone being cheap? It could be someone that isn't able to leave the terminal due to their type of visa (not uncommon at LHR). It could merely be someone who is choosing to use their one hour in the lounge to take a nap instead of seeing how many glasses of champagne they can down in an hour. Just because someone chooses to use their connection time in a different manner than you would choose does not make them cheap.
