Indeed. For example, people who had Norwegian, Swedish or Danish cell phone subscriptions had assumed that crossing into a nearby Nordic country for vacation would mean they could continue their at-home habits on cross-border intra-Nordic trips without any additional charges only to find out that the cell phone companies are informing them of there still being some kind of additional charge for use in the foreign market unless discontinuing their prior habit. It seems way more of an issue with data than calling or SMS, but the mobile phone service companies are gaming the rules to charge for (or restrict) roaming in a way with or without calling it roaming/roaming charges.
