My understanding is that both AA and QF policy is to provide PJs and slippers in all international business class (which on AA excludes Canada, Mexico, and the Caribbean).
QR did not provide PJs on my 6:25 (3,022 miles) overnight flight BCN-DOH, which I assumed was because it wasn't long enough, but perhaps is just inconsistency since you got them from BRU, a 6:20 flight (3,041 miles).
