Generally no. There are some bad apples in the industry, and certainly, there are rogue franchisee/licensee locations outside the U.S. that have some shady practices, but by-and-large the vast majority of the industry operates in an honest and ethical manner, especially when you're talking about the "big 3" -- Enterprise, Hertz, AvisBudget.
