The operating carrier always pays, not the programme, in oneworld. The idea is that the operating carrier should be grateful that oneworld is supplying it with more customers because the customers want to use the lounge network.

J pax should gain access on the same level as OWS.

BA lounges in North America are very reluctant to admit non-BA pax. They'll say anything to get rid of you.
