They are required to give breakfast.

In the past I've never had a problem checking in prior to 3 but I have scant experience with the new regime at the helm.

This is from Jan 2107:
....please be informed that our check-in time is any time after 03:00 pm and check-out time at noon.

And from June 2016:
The Hotel’s official check-in time starts from 15:00, early check-in is available but is subject to room availability and may require an extra charge. Check-in before 08:00 will require a charge equal to 100% of your room
