There is a limit to the number of pets in F (or the aircraft cabin) from what I recall.

And a fellow pax and I were downgraded to row 1 due to others having a pet in F a few months ago. A trancon, and the pax were in our seats upon boarding... was an uncomfortable flight for multiple reasons.
