I believe this has always been the case. I've booked awards out of my dad's account over the past couple of years (E50 or E75 depending on the year) and domestic/TB flights always incurred YQ when part of an international itinerary.

But how the hell they come up with $200 of YQ just for YVR-PDX, I haven't a clue.
