Well based upon my experience above, they based the value at zero. In fact, I've heard they "lift" the value of the entire ticket at takeoff of the first leg.
A few years ago I was part of 3 planes headed to ISP (from Florida cities) that all diverted to BWI after 11pm because the runways lights were out. All had to sleep at the gates and they announced repeatedly there would no refunds (or bag claim) for anyone making their way home on their own since the "value of the ticket was already lifted".
