I had a similar experience with the Pullman Bangkok Grande Sukhumvit last year. I don't know the source of the problem, but guess it's an Accor website failure. Sofitel Bangkok Sukhumvit agreed that I would be able to settle the payment during the check-in process.
However, if this is as common as it seems to be, it surely should be investigated into as this is an obvious bug in the system. The response by Amy seems a bit strange?
