The order is defined (although vague in some areas) in the Air Canada Tariff. Here is the Domestic one:

Go to Page 68, Rule 100 - specifically section 100(c)(2)(c)

So yes they are going to take higher paying fare and status first. The one thing I tell friends who do not fly often and are in Y with a low fare is to always OLCI at T-24 since that puts you at the bottom of the list in your fare class to get bumped (and to verify you have a low sequence number on your BP).
