Ultimately 'Oneworld corporate' however substantial or otherwise that may be, has no leverage to force member airlines to follow the published rules. Even if they had appetite to enforce them, they have no real sanction at their disposal - they're never going to kick out an airline for example.

Adherance to Oneworld rules is therefore voluntary on the part of member airlines.
