IMO there is no 'oneworld', just a concept...each airline self regulates which means it is a free for all.
They will surely claim you were denied due to 'capacity issues'... never mind what the truthwas nor what you were told...the story will be revised to turn aside any complaints.
There is a Oneworld, it's a corporate entity with a CEO etc. that publishes rules to abide by. Yes it is governed by the member airlines, but it does exist and does have employees. See below link which would appear to imply it has ~40,000 employees which seems extremely high to me (to get to this number, take the overall OW employee number and subtract out all the member numbers).
That said, while I don't think there is a presence here, it wouldn't surprise me if there was. Airlines misbehaving erodes the integrity and the purpose of the alliance, resulting in flyers either choosing other alliances or just not caring and it is something OW doesn't want happening.
