I've always heard it as approx. September 16th. Never in terribly scientific terms, nor specifically the entire world. I'm guessing that if there's any real data behind it, it comes from Western nations that celebrate Christmas.

A lot of other major world holidays float around on the calendar from year to year, so I suppose it's *possible* that Sept 16 is the answer for the entire world.
