Aside from specific jammer regs/laws, generally anything that
does or
can transmit is subject to some form of regulation. Thus all of those logos you see even on small power adaptors and the FCC (and other) weasel words that are in some product manuals.
In the hardware business, the approbation process is a time consuming and expensive part of launching a product. Part of that is any possible Radio Frequency (RF) issues. And just to add to the fun, it's jurisdiction-specific so you get to do it more than once. Hardware is hard.
