Who did you contact? If you contact Hertz customer relations in the region where you made the booking, it should be able to check out the bill and get a refund processed if due

The ZAR3 is probably due to exchange rate fluctuation from date of booking and date of rental, such that the system showed a prepaid amount being ZAR3 lower than what was due. Customer relations should deal with that easily enough
