it's very misleading and close to wrong. It has nothing to do with you last got the bonus. It has only to do with with when you last opened or closed a card in the same group.
Now, yes, the effect is somewhat as described, but IMHO is misleading because it's just an effect, and not how it actually works.
People need to know that if they don't things in just right timing, they cannot at all get a bonus every 24 months, which is what the above statement implies.
I suggest that this paragraph and the one after it get merged, to something like this:
All PUBLIC Citi AAdvantage personal card links now have language that says that you will not be eligible to receive the bonus miles (which are offered with the opening of a new account) if you have opened or closed a personal Citi/AAdvantage account in the past 24 months, regardless of category (Gold, Platinum, Executive).
All PUBLIC Citi AAdvantage business card links now have language that says that you will not be eligible to receive the bonus miles (which are offered with the opening of a new account) if you have opened or closed a business Citi/AAdvantage account in the past 24 months.
TARGETED physical mailers may not have such language, but that needs to be checked carefully.
IMHO the explanation of 24 months since last opened or closed cannot be "simplified" into something which doesn't mention that, and yet still remain correct.
The above may be able to be reorganized to be easier to read, but all that open/close information is necessary, you cannot simplify it into just a few words about bonuses.
