Are they really going to be worried about alcohol consumption at airports? The fliers will have to be sober enough to make it to their flight and seat and then they'll have a few hours before they arrive anyways.
Surely they're really just looking at people who drink onboard so all that would be necessary would be refusing to serve alcohol on the flight. I have seen flight attendants have to confiscate bottles of alcohol on board but that's already a policy on all airlines (for debatable reasons) though it would probably increase the frequency the issue came up.
Realistically they're probably asking for the world in the hopes of getting some compromise. They'll probably end up with some fine they can collect from the airline if a drunk flier causes a problem at the airport after arriving on their flight. The airlines will make up some arbitrary risk-management rule but do the math and realize they make more money serving alcohol and paying the fine occasionally and nothing will really change.
