"Pushing" is a strong word. The Spanish government certainly haven't weighed in, and the EU isn't going to pay attention to a regional tourism official absent a larger national (or parliamentary) push.

Were something like this to be implemented, I could see some potential for banning alcohol on board flights to and from the Balearics, and banning consumption in airports on the islands. But spreading this across the EU? Not a chance.
