That makes sense. I observed that there are usually 2 available PE award seats/flight for far in advance but closer-in, the number jumps closer to 5. Possibly some of the people who purchase PE fare already got upgraded to J, opening their seats available for awards.

How many days before departure do upgrades usually clear?
Not sure I agree with this analysis. To get upgraded from PE you have to book a full PE fare - which is often the same price as discounted biz class fare or even higher. If you know how to score discounted biz class fares, it's frankly much easier to do this than buy PEY and upgrade.

I think there are plenty of PE seats available because PE is just not that popular. People with money want to buy biz. Most people just want the cheapest seat available. Frequent flyers who care about this stuff are not that common in the grand scheme of things.
