I suppose that could be why ^ Aside from AA, are most other ff programmes unable to book CX premium economy class?

Most who end up buying PE are after a shot at J. If J is already sold flat out, then there is no incentive to buy PE and waitlist
That makes sense. I observed that there are usually 2 available PE award seats/flight for far in advance but closer-in, the number jumps closer to 5. Possibly some of the people who purchase PE fare already got upgraded to J, opening their seats available for awards.

How many days before departure do upgrades usually clear?
