Impressions are obviously subjective. Halcyon is well regarded by myself and others whose opinions I trust. On the other hand, I did not enjoy Saffire. It was overly priced and the staff was pompous. It introduced a level of ersatz formality so unnecessary in such beautiful natural surroundings. It was definitely not a highlight of Tasmania for me.
I do agree with you that there is a dearth of real luxury properties and a true international level of service in Australia. But I have seen both improve a bit over the last decade during frequent visits.
