tickets from PEK to Canada already includes the first checked bag. the free is not on top of your allowance. It's is useful only if you don't have frequent flyer status and flights for example going between canada and usa which charges you for the 1st bag.

here is part of the legal footnote: Applicable on flights that do not already offer a complimentary first checked bag.
