Well, no they aren't. The best places to be a BAEC member are, by far, the UK and the US.
UK gives you such things as BAEC Amex (including 2 for 1, avios on all purchases, bonus avios, etc), generous Tesco card points, BA Holidays bonus, invites for special events if you are GGL, etc.
US gives you the BA Chase with its own generous 2 for 1 scheme, frequent massive bonus avios (100,000 avios recently) and bonus offers, etc.
By contrast, if your account is registered anywhere else, you get basically zilch: no credit card, no companion voucher, no GGL events invitations, etc. So basically I'd say that for those who can, I'd recommend registering their account in the UK or the US (in that order).
