Depending on what else lands before you it is possible that you could wait 60m at immigration. Presumably that would be sufficient time for your luggage to be waiting, and then it may take another 5m to clear customs (assuming you don't get selected for x-ray). You will then have to re-check the bags and walk from INT terminal to T-3 (5m) and then it can take anywhere from 10-30m to clear security. And then 1-10m walk to your gate.
So yes, you could miss the checked bag cutoff and very possibly miss your flight if there are any delays.
The answer would be different if (1) No checked bags (2) Global Entry and (3) Pre-check. If Yes to all 3 then 60 minutes would be fine. But given frequent flight delays [MENTION=110828]sfo[/MENTION] I would never schedule a connection <2 hours, unless you have multiple backup options (e.g. flights bt hubs)
