As a follow up, while the service was much slower than I typically get at National, I had no problems adding my 20-year-old daughter to a USAA-coded rental at a city Hertz location. I can't explain why AutoSlash DID have a problem with this, but there's certainly some confusion at Hertz about how the USAA code works for underage drivers.
