You're overlooking the whole point of interline baggage agreements - that passengers don't have to drag their bags between terminals & carriers.

For example: BA uses Terminal 7 at JFK. AA departures are from T8. One can interline a bag LHR-JFK-CLT. Do Customs at T7, recheck at T7, and let BA schlep the bag to AA at T8.

I share the surprise of MSPeconomist about interlining on separate tickets but maybe that Royal Jordanian agent hasn't forgotten that passenger carriers are supposed to be a service business.
