I always book the cheapest available. Current booking is a WTP booking ex SIN and booked as non flexible. That said the fare rules ex SIN seem to allow changes and cancellations at a cost. (Sgd 200).

If the fare rules are clear, then it is like others said, taxes and APD only minus a cancellation charge.
