There is an inter-T3 train to take people to & from the high A gates, but this is only 5-10 minutes to walk.

For airside T3 B to T2 E the train has been replaced by airside bus for some time (bus arrives and departs next to immigration).

Lastly, while a long distance you can walk airside from one end of SIN terminal complex to the other in under an hour.
