Ha! When I went back to read it, I noticed "moment you hire a Hertz". Hire is a British English usage here. No clue why I didn't catch that before.

So signup for National status through the AMEX website. Wait for the National emails on status and number.
Then go start a Hertz membership, and there's a Hertz website that details what you need to provide to status match (National #, screenshot, etc.).
Whole process probably takes about 30 minutes to set up.
Also Hertz 5-star, the first time you rent, you must still go to the counter. Subsequent times, your car will be waiting for you.
I had gotten Emerald status a while ago with the Plat and then 2 days ago emailed Hertz status match (as you've linked) and heard back the next day. My account was updated to reflect Five Star. Also, I didn't have a statement or Emerald card, but I took a screenshot of the status on National's site (which Hertz obviously accepted as proof of my status). Good luck all!
